wat is the rate of intt. on excess refund U/s234d ?

Interest under section 234D is levied @ ½ % per month or part of the month.
in any case it is or it was 1percent?
Earlier it was 2/3%, but prevailing rate is 1/2% (w.r.t.01/06/2003)
