Indian constitution v/s act

Hello. I want to confirm whether provision in any act applicable to India is subject to articles of indian constitution ?? I have this doubt when I have read appeal procedure in IDT & appellate directly approached in high court by writ petition... so want to confirm whether Indian constitution prevails over specific procedure prescribed under concerned act ???
