If my Gross Total Salary for Financial Year 2018-19 is Less Than 5 Lakh, and Employer Deducted TDS 2403/- on my Salary. Is it mandatory to file income tax return in my case.

yes. since your income exceed the basic exemption limit of Rs 250000
also dts is deducted which can be claimed as refund if u have savings

it's mandatory for you to file return.
From your Gross Total Salary , take all deductions viz Standard Deduction, Profession tax, section 80C 80D deductions etc
Claim TDS credit under TDS schedule.
You will have to pay late fee of Rs 1000 towards late filing of return.
