Income tax - lic for husband and wife

I want to know whether LIC payment made by my wife and LIC policy also her name. Can I claim deduction us 80c from my salary. 
 

can I claim relief under section 89 for arrear salary if arrear amount not showing in certificate 16 B.

Please help, if a father is paying LIC premium for his married daughter can the daughter claim it under 80C in her return as deduction.
