With regards to your query, when you have unregistered Goods transport agency service entries,
Then create a bill and select the service which has been created with Reverse Charge under TAx invoice

Transportation is not liable to tax in hands of transporter or recipeitn. ONLY GTA transporter who issues a goods consignment note whcih is anegotiable document.
RCM only if service taxable- if not no liability.
