As home loan interest & principle can claim both husband and wife (with sharing %).
And the rebate can be claimed if assessee satisfy both these conditions *You are a RESIDENT INDIVIDUAL *Your total income less deductions (u/s 80) is equal to or less than Rs 3,50,000.
