Got a email of difference in GSTR1 which was filed quarterly and GST3B returns for Oct to Dec 2018. Can GSTR1 be revised and filed?

Just reply with Correct detail means reconciliation with gstr1 with gst3b and show what mistake are between them but reply must give within timelimit..

You cannot revise the return..you can make changes in subsequent month return
