As per Notification No. 69/2020 - Central Tax, dated 30th September 2020, the due date to file Annual Return in FORM GSTR-9 and Reconciliation Statement and Audit Report in FORM GSTR-9C for FY 2018-19 has been further extended to "31st October 2020 ( 31.10.2020 )."

Any Late fee applicable till 31-10-2020 for GSTR9& GSTR9C?
No late fee up to Extended date i.e 31st October, 2020
No Subhagan Sir. No Late Fees is applicable since the due date under Section 44 of the CGST Act 2017 has been extended.
