GST refund time limit

We have filed GST refund application on July 2018. It was regarding tax was paid in wrong head. After that we did not submitted documents to department due to some issues with our business partners. Now department is asking that it has been over 2 years now, we can't process. What should we do now?

Tax being in wrong head , means are you applying refund from Electronic Cash Ledger ?
@ Pankaj sir ,if the refund claim is reapply against the deficiency memo even after the period of two years, then in this situation the original application dated will be considered for processing of refund or new date, when the refund claim applied after deficiency memo
