rent payment made by company to individual whether GST applicable or not ??

After 13 Oct it is exempt from gst
GST rate of 18% is applicability on rent service under RCM up to 13 Oct 2017 .afterthat it is exempted by govt of India up to 31.03.218 and only for section 9 (4)
if rent paid out of state than GST is applicable or not ?

GST is applicable for Commercial Rent as per threshold limit...
The Landlord is not registered under GST then You ll be pay tax under RCM basis. (From 1st July to 12th Oct-2017). From 13th no need RCM...
when payment made out of state then ??
as per earlier of GST law ,if unregistered person wants to do business in interstate with registered dealer , then GST registration is compulsory to get unregistered dealer under RCM
after that new notification have issued by govt of India as GST registration is not compulsory for doing interstate business under RCM,

You ll be pay tax and you can't avail ITC if the Landlord is URD...
