GST on Manpower Services provided to clients outside India

I wanted to know if I should charge GST to my clients outside India , if I am providing manpower services to them. 

The employees recruited will be under our payroll and will be working from India. However the client is located out of India and payment by the client will be done in USD. So does this attract GST?

It is export of service.

GST not applicable.

but file LUT before issuing invoice without IGST.
