Please follow the below steps for making the port free:

Disable your antivirus

Uninstall the emsigner if already installed earlier

Right click on the My computer

Click on the Manage option, a list will appear

Click on device manager

Very first option is your PC name, right click on it and select scan for hardware changes

Second option will be ports (COM & LPT)/Smart Card Reader, right click on it and select scan for hardware changes

Third option is universal serial bus controller, right click on it and select scan for hardware changes

Restart the system and try again.
