Can an EOU request its vendors not to charge GST by uploading LUT (by the vendor), since EOU is exempted for payment of IGST on goods imported.

yes EOU can request not to charge IGST ..then vendor should liable to pay IGST becoz not uploading LUT
LUT is only zero rated sales i.e. exports and sale to sez
Thus, this option is not available to suppliers of EOU

no exemption from charging gst while supply is made to EOU but refund can be filed either of the suplier or recipient
