Does a trader of taxable goods buying under interstate sale and selling under intrastate sale eligible for opting composition scheme, provided other conditions are satisfied

But, as per the information given here "https://cleartax.in/s/composition-scheme-under-gst" Q11, dealer is not eligible in case of interstate supply.
