If my vat no cancelled, I'll apply for a new gst, or correct the previous vat and gst no.
i am not filled last 1 year vat return s,
and my provisional gst no.cancelled by vat what i do now....
officers charged 30(2) penalty and not aaccepted set off

Yes. Officer is correct way.
You can't use your cancelled VAT no. Also you can take new GST then can't get previous stock ITC....
