I am a regular gst registered vendor. I want to know how will I make a gst bill for educational trust ?

Then consider it a b2c sale where no gstn no. Is required

In this Case You are the Seller. Then why you confused how give to bill to anyone. If receiver is registered put his GSTN. If URD then you can deal as B2C sales given with Taxable Invoice
