As per the exisitng practice, Form_16A is to be downloaded from NSDL Site only. Further, Form_16A will be generated by NSDL only for deductees where VALID PAN is quoted.

it is requesed to clarify whether issue of Form_16A is compulsory for cases where vaild PAN is not quoted or no PAN is existing.

Form 16A is to be downloaded from tin-nsdl site ONLY.

? this condition is put.

i request you to clarify - is it to ensure that no one without Valid PAN is issued Form 16A and on the basis of this he goes approaches IT Dept. for credit / refund - which is an embarassing situation to the Dept. They can't give credit to the claimant at the same time they can't demand issuer (as they do not want to spoil their good relations) of the Form 16A ? this deductees information is not included in quarterly return.

Those whose entries match with the Dept's database only should be issued Form 16A.

(You are accepting that you can't generate where there is NOPAN or invalid PAN then ? is the possiblity of issuing compulsorily .....if you are asked to issue compulssorreelleee can you...........)
