Whether finance company (Related to insurance business) can be incorporated as one person company?

an OPC can be incorporated by a resident for cap upto 50L and avg turnover 2cr...only NBFC activities are prohibited by an OPC. so, opc insurance biz can be incorporated subjected to approval of CRC Delhi.
