Please find attached the FEMA A.P. (DIR) Circular dated 13.05.2010, wherein, AD Category-I banks may permit drawl of foreign exchange for payment of royalty and lump-sum payment under technical collaboration agreements without the approval of Ministry of Commerce and Industry, Government of India.
