an educational institution is claiming exemption u/s 10(23C) .Will the exemption be withdrawn if it is not filing income tax return ??????

yes It is Possible You Can withdraw If U have not file income tax return

yes.... ROI is compulsory for claiming exemption u/s 10(23C)
