I am an individual having business turnover less than 1 cr. i want to know can i migrate to gst without having digital signature certificate even my adhaar mismates with my pan data.. how can i?

you can mail your query to helpdesk @ gst.gov.in to clarify it.
Their database is connected to cbdt database and adhaar verify is still not available. I advice to take digital signature as early as possible to ease the work
www.gst.gov.in have enrollment schedules for states. You can enroll with help of steps given there
