I think the Return Form will let the xml generate even if you leave the PAN.

If we click generate xml, the utility gives a message that PAN to be filled.

We have an option to save it as draft xml but it is not a validated one.

Then you have to give the PAN of all the trustees OR leave the name of the trustees who do not have PAN.

No, other choice :-(

I will recommed the first option (first apply for PAN, get the PAN issued and then file the return).

Applying PAN  for trustees who doesn't have taxable income is not acceptable to everyone.

Also I don't prefer the second option of filing the return omitting some trustees.

Lets see if someone is coming with better solution.
