is there any law where 3 partners can change in the constitution of partnership deed and remove the 4th partner who is creating problems
disturbing the business
of 4 persons partnership deed

The partners can act as per terms of partnership deed. 4th Partner may be asked to retire honourably.

Or in the last dissolution of Partnership and then formation of new partnership by 3 partners.

the 4th partner neither he retire honourably
nor he dissolute the deed
he only creating problem regarding freezing the accounts in the banks and writting letters to other government sectors to creating problems

You take the advice of a solicitor for a case against 4th partner or other options .
Write letter of intimation to Registrar of Firms.
