Cwa final

My brother pass out cwa inter both group in june 2012, he also get admission into final course, he complete his oral coaching. So is he eligible to sit for dec 2012 term for ffirst group of final , because some1 told him that he will be eligible for sitting final exam after one year from passing intermediate. Plz clarify.
