If yes, then on completion of which conditions?

Yes.
Conditions:
The capital goods purchased shall be for the purposes of manufacture/processing of goods for resale and in case of packing materials, they shall be for the purpose of packing of goods for resale.
AND such goods shall be listed in the CST certificate of the buyer as goods for the purposes stated above.
