What is the recourse available in case CC Certificate is not received before filling of the exam form???

In case assignments are not sent before the cut off dates, Is thr any possibility to appear for the exam likewise sending the assignments with late fees etc,

Kindly Help as Last date for filing exam form is marching ahead.
