if you read Rule 6 of CGST Rules, 2017, your problem will be solved.
"Opt out composition" scheme is anytime (Complte the Quarter)
We can move it on Amendment section or opt out composition option. But, These options not available now.
So, we can its availability. Also you can move it offline to circle office...
