can there be made a change in authorised share capital before incorporation of the company i.e. while filing form 1?

No...Apply new form 1A

You can. the amount shall be more than what you mentioned in the Form 1A. 

There will be no problem if you want to increase the authorised capital. However, ROC may not agree to reduce the authorised share capital. Thanks

Yes while filing Form 1 of incorporation, the company may incarese its authorised capital of what it had been mwntioned Form 1 A. but can not reduce the capital less than what wa mentioned in Form 1 a.
