is casual person is required to get registered everytime he carries on a casual business ?

yes , registration is required .It is valid for 90 days , section 27 of the CGST act 2017, you may get further extension 90 days . Not more than that
if a person setup business as casual taxable person in 4 different states in each qaurter then is he require to get register in each state ?
yes offcourse ... as CTP get registration for particular place in state
