Can an elder brother give cash gift (by cheque) any sum amount to his married sister? If yes, then is it mandatory to make a gift agreement and whether the agreement requires to be singed by any witnesses?

Yes, An elder brother can give any sum as Gift to married sister.
It is advisable to prepare a Gift Deed and get it franking and notarised.
