You can not file Return of FY 06-07 now. Last date of filing return of FY 06-07 was 31.03.2009.

NO...... AS THE LAST DATE FOR RETURN-FILING FOR THE A.Y. 07-08 INCULDED BELATED RETURN DATE IS 31/03/2009

Last date of filing of return for the f.y 06-07 is 31.3.3009. so you are not able to file the return and claim for the tds.
