Can oci card holder open a propritership?

I am an OCI card holder staying in India since October, 2016, so I have been in India for about 7 months. I wish to start a services company in India as a sole proprieter.

Can I do this with an OCI card or I need to be an Indian citizen to start a sole propritership company?

I hold a Canadian passport.

I read somewhere that OCI person can only form a Private Limited Company or Limited Liability Patnership with at least one director who is an Indian citizen.
