What is the Meaning of the words Ëffective from 1st April 2018 and accordingly applicable in relation to Assessment Year 2018-19 and subsequent Years" which are used in the Finance Bill, 2017

It practically means the amendments are effective for financial year 2017-18. ( & further years)

If this is the case why cant those words be said as'with effect from 1st April 2017 & onwards
