To my best knowledge, the laws passed by legistures and parliament as well as rules framed thereunder are not copyrighted. They are available in the public domain as they are gazetted. The very purpose of publication in the gazette is based on a presumption or legal fiction that all people read and understand the same and that by publications in the gazette, all citizens and residents are brought to full knowledge of the laws and rules.
