What is the rationale of not including 'payables to / receivables from foreign related parties' in FLAIR RBI return.

The FLA return excludes operational payables/receivables because it specifically captures foreign investment capital (equity and long-term debt/FDI/ODI) rather than working capital trade balances, which are already tracked separately via EDPMS and IDPMS.
