Applicability of TDS to welfare associations

Hi,

I am taking up an assignment of accounting of apartment maintrnance charges.

They are registered in as welfare association.They are paying the security charges for the outsorced contractors of around 1.4 lakhs every month.

Pease let me know if the TDS is to be deducted while making the payment, considering it as welfare association.
