can u please tell me whether gst is applicable to the book seller, a proprietor whose turnover exceeds 60 lakhs.

Unless any exemption granted (by next council meeting on 18th May), it will be taxable.
Exemption limit under GST is Rs. 20 Lakh. If turnover exceeds that limit, GST will be applicable.
