1. is there any Dress code for representing before CIT appeal?
2. Payment of Tax amount 20% of Demanded Tax need to pay before form 35 or After form 35?

there is no dress code.
You have to pay rs.1,000/- challan for form 35 and if you dont want to pay demand then write a formal letter giving reference of cases and reason for why you dont wish to pay
