IS IT POSSIBLE TO FILE BELATED RETURN OF AY :2016-17 U/S 139 (4) IN AY:2017-18?

Yes it is possible.
Yes. you can your return by 31st march 18
Belated return u/s 139(4) can be filed upto one year from the end of the assesment year that is 31 march 2018 for AY 2016-17.(FY 2015-16) . Penalty of Rs 5000 can be at the descretion of AO.
