28% to 18% change query

I have purchased goods @ 28% till 13th Nov and it's obvious that selling every 28% stock on or before 15th Nov is not possible. so my question is that will government refund the 10% difference in gst as the stock will be sold @ 18% after 15th Nov. please answer asap.

you need not do any rhing, simply charge 18% gst from 15th, you already got 28% gst ITC that will be adjusted while filing return In case of composition dealers there is loss of 10% unless govt comes with some solution for them
under odisha vat act there was provision for reversal of ITC in the above said condition.
