Udyam Assist Platform Surpasses 1 Crore Registrations

Last updated: 24 November 2023

Introduction

The Udyam Assist Platform (UAP), a pivotal initiative launched by the Ministry of Micro, Small, and Medium Enterprises (MSME) in collaboration with SIDBI, has achieved a significant milestone, with over 1 crore registrations from informal micro units (IMEs). This development is part of the broader MSME formalization project, aiming to bring IMEs into the formal sector fold, making them eligible for Priority Sector Loans (PSL). The Udyam-registered entities, not covered under the Goods and Services Tax (GST) or exempted from the CGST Act, 2017, are now positioned to avail of various government benefits and connect seamlessly with the digital ecosystem.

Udyam Assist Platform Surpasses 1 Crore Registrations

Key Points

UAP's PSL Eligibility Catalyst

  • The Udyam Assist Platform has proven to be a game-changer, with over 1.01 crore IMEs registering for the Udyam certificate through the platform.
  • This initiative, launched in January, is designed to facilitate PSL benefits for informal micro units previously excluded from the GST regime or CGST Act exemptions.

MSME Ministry's Strategic Collaboration

  • The MSME Ministry, in collaboration with SIDBI, conceptualized UAP to streamline the formalization of IMEs and enhance their accessibility to financial support.
  • The platform's inception included 8 lakh IMEs, beneficiaries of the PM SVANidhi scheme for street vendors, as part of its initial rollout.

Digital Ecosystem Integration

  • The standing committee on finance, chaired by Jayant Sinha, had highlighted the importance of platforms like UAP in connecting registered entities to the evolving digital ecosystem.
  • UAP aims to seamlessly integrate Udyam-registered units with digital platforms such as GeM, TReDS, Invoicemart, and other marketplaces.

RBI's Recognition and Guidelines

  • In May of this year, the Reserve Bank of India (RBI) issued directives to all financial institutions, instructing them to classify IMEs with Udyam certificates as micro enterprises under Priority Sector Lending norms.
  • The move positions these entities to access the benefits of PSL, promoting financial inclusivity.

Government's Clarification to RBI

  • The government clarified to the RBI that IMEs, lacking mandatory documents like PAN or GSTIN, are still eligible for Udyam registration.
  • This proactive step ensures that those facing documentation hurdles can participate in the formalization process and access financial support.

UAP Registration Process

  • To register IMEs, UAP involves Designated Agencies (DAs), which include banks and other financial institutions, in sharing customer data for registration.
  • The platform validates this data, facilitates registration on the Udyam portal, and issues the Udyam Assist Certificate, streamlining the formalization process.

Conclusion

The surpassing of the 1 crore registrations mark on the Udyam Assist Platform signifies a major stride in the formalization of informal micro units, emphasizing the success of the MSME Ministry's efforts in collaboration with SIDBI. As these entities gain access to PSL benefits and integrate into the digital ecosystem, the UAP stands as a transformative force in fostering financial inclusion and economic growth at the grassroots level.
