The Government of India has announced the issuance of non-interest bearing and non-transferable Special GoI Securities for the years 2031 through 2036. These securities will be issued at par on March 31, 2021, with the issue date determined by the receipt of subscription amounts. Only public sector banks, as specified in an annexure, are eligible to subscribe to these special securities.

Only public sector banks, as referred to in the annexure to the notification, are eligible to subscribe to these special securities.
No, no other person, including any bank, company, corporation, or any other body, except for the specified public sector banks, is eligible to subscribe.
The special securities will be issued at par for the amount requested in the application by the eligible banks.
The special securities will be issued in the form of 'Stock' and held in the Subsidiary General Ledger Account of the investing public sector bank with the Reserve Bank of India.
