The primary objective was to enhance the investment climate in India, step up investment and infrastructure development, and foster economic growth, especially in the post-pandemic recovery phase.

Indicators such as imports, exports, PMI manufacturing, and digital payments have reached pre-pandemic levels, demonstrating a significant economic recovery.

The government has increased capital spending, allocated significant funds for states' capital expenditure, and launched an incentive scheme for states meeting quarterly targets for incremental borrowing.

States highlighted challenges such as the need for streamlined land acquisition, faster environmental and forest clearances, improved dispute resolution mechanisms, and enhanced connectivity, particularly in the North East.

States proposed measures like affidavit-based clearance systems, transparent investment facilitation, increased adoption of technology, clear policies for environmental clearances, and reassessment of District Mineral Fund policy.

The Centre, through its Line Ministries and Department of Economic Affairs, will offer technical and advisory assistance, and the Viability Gap Funding provision will help finance socially relevant but financially unviable projects.
