Drunk CGST Clerk Sells Sensitive Tax Files as Scrap for Rs 5000 in Nagpur

Last updated: 30 July 2025

A clerk with the CGST Department in Nagpur has been suspended after being caught on CCTV stealing and selling confidential government files to a scrap dealer for a mere Rs 5,000. The files allegedly contained sensitive taxpayer information, including GST assessment records, audits, and compliance data worth crores.

The accused, identified as Mohan Gund, was seen on surveillance footage repeatedly removing bundles of official documents from the CGST Range Office in Civil Lines, Nagpur. Under the influence of alcohol, Gund reportedly hired an auto-rickshaw and made several trips, unloading key files to a local scrap shop.

Government Reacts Swiftly After CCTV Footage Emerges

The theft came to light on July 17, when office staff noticed missing documents. A quick review of CCTV footage revealed Gund's disturbing act, prompting immediate action from senior officials. The department tracked down the scrap dealer, who had unknowingly bought the material as waste paper, and recovered the documents by repaying the amount.

Following the discovery, Assistant Commissioner Sadhishkumar Thota issued a suspension order. Gund has been instructed to mark daily attendance at CGST headquarters during the investigation.

Troubling History of Misconduct Ignored

Reports indicate that Gund had a long record of disciplinary issues. Previously posted in CGST Indore, he was transferred to Nagpur due to repeated misconduct. Sources say he was appointed on compassionate grounds after his father's death, who also worked in the department. Despite frequent absenteeism, harassment of colleagues for alcohol money, and withheld salary, past warnings failed to result in strong disciplinary action-until now.

Departmental Inquiry Underway

A formal inquiry has been launched by the CGST Department, and Gund's Annual Confidential Report (ACR) is under review. If found guilty, he could face dismissal from government service. The incident has sparked widespread concern over the lack of internal checks and security protocols in safeguarding critical financial documents.

Data Security Concerns Raised

This alarming breach highlights potential vulnerabilities in the CGST system. Experts warn that had the files fallen into malicious hands, it could have led to a major data breach, jeopardizing taxpayer information and undermining the integrity of India's indirect tax administration.

As India increasingly digitizes its tax infrastructure, this episode is a sobering reminder of the need for stronger safeguards-both technological and human.
