Can any one please tell me that why are Chartered Accountants called Chartered???

"Chartered" is a title used to refer to a qualified and experienced professional in a particular field.

chartered mean degree given under a charter thatis statute, act ,law thatis caact 1949

i think its because ourThe Institute of Chartered Accountants of India (ICAI) is a statutory body established under the Chartered Accountants Act, 1949 passed by the Parliment of India. 

chartered is used when some  profession  is established under a seperate Act.

for eg : East India Company was a chartered company-
