NOV 2011 EXAM APPLICATIONS ARE AVAILABLE FROM AVG 9.
its mean application form (exam applying form) for attemp in Nov.2011 will be avail from AUG.09 2011
don't know about IPCC result, but Result for CA Final and CPT is going to be declare on 19th July ..

i think it it saying indirectly that ipcc result will come upto 8th august .
Hope the result will come before it.....
may be on August 8th.......
According to previous trend ipcc results are announced after the exam firm are available.
it means results will be on or before 8 august
may be on 8 th august.................... history repeat itself
