WHAT ARE THE GST PROVISIONS FOR MERCHANT EXPORTERS

Can Merchant exporter availing 0.1% concessional duty rates from supplier on purchased goods claim the concessional gst as ITC?
Further if Merchant exporter should compulsorily get fssai license if food items are exported by him after purchasing the same from the manufacturer who may or may not have fssai license.
