Private ltd company issued equity shares to non residents long back. At that time FIRMS was not in existence. FCGPR was filed physically with RBI but company did not receive FCGPR registration number from the Authorities. At that time there was no requirement to file FCGPR through AD bank.

No further FDI came to company till now. Now what is to be done to regsiter that FDI - 

Should the company file FCGPR in FIRMS now;
Should the company apply for approval for FDI through Prabah portal;
Should the company apply for compounding of offence. If so, is it offline or online process;
