If a person registered as composite dealer in GST, but wants to change it to regular and file the returns accordingly, how can he step further???

Its possible by inline. See the gst common portal
If a registered dealer earlier registered under composite scheme wants to shift to regular procedure ,than he has to intimate thru form GST CMP-04.
