No.... you cannot , there is no extention as such. Recent issued Notification 49/2019 CT Govt extended timeline to claim transition credit till Dec19 and Jan20 only for those taxpayer who could file it due to technical glitches that too on recommendation of the GST Council (Rule 117(1A)).
